Federal Issues

The NHLRA is a close partner with both the National Restaurant Association (NRA) and the American Hotel & Lodging Association (AH&LA). As such, we are committed to representing you and informing you on federal issues that impact the restaurant and hospitality industry and your business.

While our government affairs team is primarily focused on issues in the state of New Hampshire,  they have also done work at the national level.

Both the NRA and AH&LA government affairs teams, located in Washington, D.C., stay in close contact with us and our members to ensure you are always kept informed. Both associations frequently offer webinars, deploy national action alerts and gather public comments for federal issues impacting the restaurant and hospitality industry.

NRA Key Federal Issues - 2016

Health Care

The Affordable Care Act (ACA) has a particularly profound effect on restaurants because of the unique nature of the restaurant industry. Restaurants are labor-intensive, with low profits per employee, significant numbers of part-time employees, and a young and mobile workforce. The ACA is hitting these employers and workforces especially hard.

Labor And Wage

Through the aggressive actions of the National Labor Relations Board, Department of Labor, EEOC and other agencies, the Obama Administration has mounted an unprecedented regulatory assault on businesses in recent years. The NLRB's changes to the joint-employer standard, its new ambush-election rule, new DOL wage mandates for federal contractors and the DOL's upcoming rewrite of overtime rules are just some of the issues presenting huge concerns and new challenges to employers. Congress needs to use its full oversight powers to turn back the increased and growing regulatory burdens that threaten businesses of all sizes.

Tax uncertainty can have a profound impact on business expansion, job growth and other employer decisions. Congress has a history of extending important tax provisions for restaurants in fits and starts. The NRA supports tax policies that provide certainty for business owners.

AH&LA Key Federal Issues - 2016

911 Direct Dial

Thousands of hotels across the country have moved quickly and aggressively to ensure systems are in place allowing for guests to dial 911 directly from their guestrooms. The safety and security of guests and employees is paramount to hoteliers and the lodging industry. Member chains are working diligently to make progress on their owned and managed portfolios to ensure the direct dial option is available in all properties.

Healthcare Implementation

Passed by a party line vote in Congress and signed into law by President Obama in 2010, the Patient Protection and Affordable Care Act (ACA) marked the most significant changes to the American healthcare system since the creation of Medicare in 1965. AH&LA opposed the bill because of the significant number of new one-size-fits-all mandates that further drive up the cost of healthcare, the lack of any cost containment measures, and the lack of any meaningful provisions to assist small businesses in accessing affordable coverage.

Travel and Tourism
The U.S. lodging industry is one of the drivers of our national economic recovery, with the total number of hotel employees expected to grow by 10 percent by 2022. One of the most significant factors contributing to this growth is tourism and revenue generated by inbound travel to the U.S.

AH&LA strongly advocates for the implementation of policies strengthening our country’s position as a destination of choice for international travelers and allowing for an increase in foreign travelers. These policies must support the industry’s ability to continue growing and creating jobs while preserving our national security.
